New Mexico is breaking new ground as the first U.S. state to offer universal free child care, eliminating income restrictions that previously capped eligibility at 400% of the federal poverty line. The move, announced by Governor Michelle Lujan Grisham, leverages the state's oil and gas revenues to cover costs for families regardless of financial circumstances.
The policy shift addresses a critical pain point for American households, where child care expenses frequently delay family planning. Nearly two-thirds of parents cite affordability as a major barrier to having children, with annual costs often exceeding $10,000 per child in most states.
Starting November 2023, New Mexico's Early Childhood Education and Care Department will waive all copays and expand coverage to non-traditional family structures. The program builds on a 2019 initiative that initially targeted lower-income families, demonstrating how energy-rich states can repurpose natural resource windfalls into social infrastructure.
